Pet Food Manufacturers — Private Label and Contract Pet Food Producers

Pet food manufacturing is one of the most regulated food production categories, with FDA Center for Veterinary Medicine oversight, AAFCO nutritional standards governing completeness claims, and USDA FSIS inspection required for certain meat-containing products. Recall history and incoming ingredient testing for contaminants including mycotoxins, melamine, and Salmonella are the two quality indicators most predictive of long-term product safety in this category. This page lists pet food manufacturers across dry, wet, raw, and freeze-dried formats. Use the filters to compare by food type, certifications, and location.

What to Look for in a Pet Food Manufacturer

Pet food manufacturing has regulatory and quality system requirements that substantially exceed standard food co-packing standards. These three criteria address the most important qualification requirements for pet food brands.

FDA Registration and AAFCO Compliance Pathway

All commercial pet food manufacturers must hold FDA food facility registration and comply with FSMA preventive controls requirements applicable to animal food. Pet food making complete and balanced label claims must demonstrate compliance with AAFCO nutritional adequacy standards through either formulation analysis or feeding trials. Feeding trial substantiation provides stronger support for nutritional adequacy claims and is required by some retail buyers and veterinary distributors. Confirm your manufacturer understands AAFCO nutritional standards for the target species and life stage your product addresses.

Recall History and Ingredient Safety Testing

The pet food industry has experienced significant recalls involving melamine, aflatoxin, Salmonella, and other contaminants. A manufacturer with transparent quality systems, documented supplier qualification, and incoming ingredient testing for mycotoxins, heavy metals, and pathogens is materially safer than one without these controls. Ask directly about recall history and request corrective action documentation from any quality incidents before making a production commitment. A manufacturer who cannot or will not share this information is not an appropriate production partner for a consumer-facing pet food brand.

Format-Specific Production Capability

Dry kibble production requires extrusion capability and specific process expertise. Wet pet food production for shelf-stable canned and pouched formats requires FDA Low Acid Canned Food compliant retort processing, with every formula’s retort process validated and filed with the FDA. Freeze-dried raw pet food requires dedicated freeze-drying equipment and raw handling protocols. Each format has a distinct manufacturer pool, and attempting to produce a wet retorted product at a dry kibble facility is not feasible. Confirm format-specific production capability before committing to development.

Key Certifications for Pet Food Brands

Pet food certifications address regulatory compliance, nutritional standards, and ingredient sourcing quality.

FDA facility registration is required for all commercial pet food manufacturers. AAFCO nutritional adequacy compliance is required for complete and balanced label claims. USDA Organic certification requires certified organic ingredient sourcing. Human-grade ingredient claims require FDA food-grade production facility capability meeting the legal definition. Safe Quality Food (SQF) certification is expected by premium pet food retailers and club stores. NASC Quality Seal is relevant for pet foods incorporating supplement-level functional ingredients.
